ECAS is an Arizona Registered Professional Civil Engineering firm providing civil engineering and community association services. The firm specializes in services to community associations and property owners, developers and investors.
The firm was founded in 1999 by William A Schlimgen, a registered civil engineer in Arizona and Colorado. He has over 25 years experience in inspection, design and project management and has performed over 50 reserve and transition studies in Arizona. He has performed due diligence services on vacant land, partially completed projects and completed projects. Has organized, managed and participated in entitlement of several commercial and residential projects in Arizona.
Richard Harris, is a consultant to ECAS, is a registered contractor in Arizona with over 20 years of construction experience as a hands on builder, superintendent, manager and owner of a construction business. He experience and knowledge of building systems is important in the inspection and development of rehabilitation plans for structures.
